Note that he is attempting in most of the movements to keep the arms relatively still to show the force is coming from the body. In some of the movements he is actually pulling back on the ropes with his arms locked to ensure that the movement of the arms is minimized.
He is looking to create up and down forces (Pi Jin) and spiral forces (Zuan Jin). You might be able to see the difference in the way the ropes move and react to the force travelling along them. He is also trying to minimise the overt or external movements of the body to create an effect with as little movement as possible.
